APPOINTMENTS
7:00PM-Debbie Samalis-West Court Road
Debbie Samalis came in to ask the Board to sign an agreement and release regarding a building permit for property abutting a private road. Donna Nashawaty wanted to make some changes to some of the wording on the document and will then have Debbie Samalis come back in to sign. Motion to authorize Chairman Gallup to sign the agreement and release regarding building permit for property abutting a private road by Selectman Trow, seconded by Selectman Hastings. Unanimous

7:20PM-Harbor House Livery – MOU (Memorandum of Understanding)
Mike Durfor, Chairman of the Harbor House Livery introduced Hunter Oath and Stuart Arnett from Better Future Alliance, L3C to the Board and reviewed the MOU (Memorandum of Understanding). The purpose of the MOU (Memorandum of Understanding is to provide a mutual understanding in support of the signatory agencies, organizations, governments, and individuals that will be working to complete a plan for co-developing the Harbor House Livery. This MOU does not legally bind the Town of Sunapee (Town) or the Better Future Alliance (BFA) to proceed with the project, but does legally bind the parties to abide by the particular clauses within this MOU. This MOU will take effect when both Parties have executed this MOU on behalf of their respective agencies/entities, and remain in effect for twelve (12) months. After some discussion, the following motion was made.
Motion to authorize Chairman Gallup to sign the MOU (Memorandum of Understanding) between the Better Future Alliance, L3C and the Town of Sunapee by Selectman Trow, seconded by Selectman Hastings. Unanimous

SELECTMEN ACTION
Motion to acknowledge the PSNH Petition and Pole License by Selectman Trow, seconded by Selectman Gottling. Unanimous
Motion to approve the use of facilities form for the Abbott Library Fundraiser/Cocktail Party to be held at the Abbott Library on September 19th by Selectman Hastings, seconded by Selectman Gottling. Unanimous
•Motion to allow the Library to serve alcohol under the tent with the assembly permit issued by Chief Ruggles by Selectman Hastings, seconded by Selectman Gottling. Unanimous.  Chief Ruggles will not be issuing the assembly permit until he inspects the tent.
Motion to approve the use of facilities form for Sunapee Region Board of Realtors Meeting to be held at the Safety Services Building on October 23rd by Selectman Hastings, seconded by Selectman Trow. Unanimous
•Motion to approve the use of facilities form for the Sunapee High School annual bonfire to be held on October 4th in the middle of the 2 parking lots by Selectman Trow, seconded by Selectman Hastings. Unanimous

CHAIRMAN’S REPORT
Chairman Gallup stated that there was a wonderful turnout for the bridge dedication yesterday.


PUBLIC COMMENTS    
•John Augustine asked if a Selectman could be assigned to the Harbor House Livery Committee. Selectman Trow wanted to comment that any financial decisions would have to go before the Board. Chairman Gallup said the Board would consider it.
•With the winter weather approaching, Peter Urbach asked if the contractual parts of the library agreement be signed shortly, as to not delay the start of construction.        


TOWN MANAGER REPORTS
•Donna Nashawaty reviewed the Sunapee Harbor Boat Launch Summary for the summer of 2013.
•Donna Nashawaty reminded the Board of the upcoming UVLSRPC Regional Plan meeting be held at the Town Meeting Room on October 17th at 6:00PM.
•Donna Nashawaty gave the Board a sample bridge jumping ordinance. The Board will review and discuss at next meeting.
•Donna Nashawaty went over the draft copy of Library & Foundation and Town Agreement. The purpose of this agreement is to set forth the parties’ respective responsibilities in carrying out the funding for, and the construction and furnishing of, a new Abbott Library. The Abbott Trustees and Foundation will review.
•The Board received a copy of the August Financial Report.

Several people have asked Selectman Trow if the parking requirements in Georges Mills could be relaxed during the early spring and fall for canoeing and other water activities. Selectman Trow will check on the parking ordinance and get back to the Board.
